The diplomatic visit followed a sweeping August 28 announcement detailing a private US-backed venture granting access to fields containing roughly 65 billion barrels of proven reserves. Under the arrangement, the US government secures a 35 percent stake in a joint venture with North American Blue Energy Partners alongside preferential crude acquisition rights.

Complementing the broader government initiative, energy giant Chevron unveiled a comprehensive plan to invest more than $7 billion over five years to more than double its active production output within the Latin American nation.
